soc - issue #1590

The "data saved successfully" and "please correct the errors below" messages are too easily missed when a program host attempts to save program settings

Hitting the submit button following a program edit seems to take the host back to the program settings page and scrolled down so that the "saved" or "errors" message is not visible.

Apparently the easily-missed messages only show on some pages - on program profile page it doesn't show at all.

I am not clear with the requirements, like what is expected and what it shows?

jassigrewal91: What is expected is that the user will be informed as to whether their changes were free of errors and saved or contained errors and were not saved. What it shows is basically the same content as what the user saw before pressing the submit button - there may be additional content on the page stating success or failure, but it's not within the user's view of the page because the notice appears at the top of the page and the browser is scrolled down to display the very bottom of the page.
