There is a bug in the XMB that sets the speed of the PSP to 222 when booting the psp up, exiting from a game or resetting the psp. This cripples the scrolling in the XMB and is annoying, as I always like to have it set to 333.
The only way to temporarily fix it is to access the VSH menu by hitting select in the XMB. Or using a plugin such as PSP-HUD.
This happens in every version of Pro B7, including the official release.

Posted on Sep 3, 2011 by Massive RabbitDon’t mean to hijack your post but experiencing same problem but slightly different
CPU speed is normally controlled by the game, something like “god of war”/FF7 CC” sets the speed to 333/166 and something like Harvest moon/Tales of Eternia (less taxing games) sets it to PSP default 222/111
Oh and default XMB speed is 222/111 set by OFW
CPU Speed setting is not working at all.
This might be due to OFW 6.20 however when I was on OFW 5.03 both 5.03_Prometheus and GEN-C was able to lock the CPU Speed to the selected speed set in the VSH menu/Recovery menu, with 635PRO-B9 the CPU speed is controller by the game like normal regardless of the speed setting in the VSH menu/Recovery menu.
Hope this can be fixed in the next release
Thanks

Posted on Jun 14, 2012 by Quick CamelIssue confirmed, when resetting the psp, the cpu clock is set to 222mhz instead of 333mhz (if selected in the vsh menu).
