Please provide any additional information below. first i got this psp from ebay so the guy who had it before me bought rockban unplugged so he had it activated in his psn account, now i activated mine and i get this error code is there any way to fix this without download an iso file cause my pc is slow and im not allowed to download torrents :(

No way to fix it. Once the account has been deactivated (by downloading a file as another account as you did), you're no longer authorized to use the data. You should have dumped/decrypted the game with npdecrypter before activating another account. Too bad.
