To Users group cacls %windir%/system32/drivers/etc/hosts /E /G Users:W

Custom User account cacls %windir%/system32/drivers/etc/hosts /E /G "User Account Name":W

Linux (Ubuntu Fedora ...)

sudo chmod og+w /etc/hosts

Mac OS X

sudo chmod og+w /etc/hosts
