Bash
Brendan Miller made a “.inputrc” so that bash shell can have ErgoEmacs like keybinding.

Windows system wide
Milan Santosi has made system wide ErgoEmacs keybinding for Windows, using AutoHotKey.

if you plan to make a system-wide binding for Windows, you might check out The Microsoft Keyboard Layout Creator at msdn, but am not sure that is capable of letting you set cursor movements.
