I have the same issue. The original Nexus 7, never rooted or flashed with anything but OTA. Just got L OTA and my kid, who's the second user, can no longer install apps from Amazon App Store because the Unknown Sources is greyed out on his account and can't be turned on. Turning it On and Off on my, main account, doesn't do anything to the secondary account - always grayed out.

A week after the OP reported the bug, still no one is assigned to it. I got Lollipop on another Nexus 7 and the install complained that it had to reset the device. I've re-added my kid but can't even install the Amazon App Store from his account. Can the OP please bump this to a higher Priority? For me, having 700+ apps that I paid for unaccessible is pretty important to get fixed. Thank you!

It is indeed very annoying and rendered secondary user merely usable. If security is the only concern I would suggest adding an option for the owner account to enable/disable individual user access to apks from unknown sources. Please fix this soon so my newly purchased Nexus 6 can actually be shared with my family.

This is a pretty big issue, as family members (the only ones who use my tablet) cannot install third party apps, including from the Amazon App Store. That said, nobody here is entitled to anything, and you can revert back to 4.4 if you really need to.

I have the same issue on LRX21P running on my nexus 7 2013 installed by flashing the binary. My brother and I share the same tablet. If security is the only reason to disable this option on secondary non-restricted users, please add an option in developer settings to let the primary user enable this option.

Exactly - also, we need a fix for it fast, either by android devs or as a
workaround by someone. This is really limiting and I'd rather not go back
to kitkat. Since I'm using stock and not rooted devices then it would mean

I have this problem on my Nexus 10, too.
While this may be a security feature by design, there needs to be a way for the owner to enable the option for secondary users. The following comment from someone on Reddit about this issue sums it up pretty nicely:

It used to be the case (4.4) that you had to first allow the secondary user to make the choice under "Application and Content restriction", and then they could toggle unknown sources. But it was supposed to be disabled by default.
That may still be the case, but there is no longer a way to reach "Application and Content restriction" to enable it for their account. Or if there is, I haven't found it.

This also affects users of the humble bundle app and each and every one of its bundled games.
A 4.4 style override for a specific user would be the minimum expectation.
Even if the primary user installs the apk so that it's on the device the secondary use can't do the same which would be an ugly hack compared to the Application and Content Restrictions method that has been removed.

I am very upset by this. My wife is not a power user, but the Nexus 10 is her device. I get to play around during her downtime, but now I cannot do much of anything - including apps being released in beta to cater to lollipop!
I can understand this restriction by default to e.g. stop kids installing malware, but jeez, Google, get your act together and give users an option to allow adults to make adult choices. I would expect this behaviour from Apple, not Google.

To stop kids installing malware or so, one shall choose to create a restricted user instead. For non-restricted user, it is more sensible to leave it as much authority as possible unless exclusive admin right is required under some situations.

Hi all this is an issue for us too.I use or nexus 7 as a secondary user and I have Amazon prime in my name but cannot use it on the tablet because I need the Amazon non Google app. Very disappointed with this. For me this is a big issue. Google please address as a bug fix!

Same issue here. Apart from the fact the 'upgrade' has rendered my 2012 Nexus 7 almost unusable the fact my children can no longer install apps from their own Amazon app store accounts i find an utter disgrace. At the moment they are missing out on the current offer of apps that have been made free as they aren't allowed under lollipop to install them.

This is one of the bad moments of my life with Android. I have an app I made, and I want to install it on my sister's account without having to go to mine, but it doesn't let me install it! I do not like having anybody going on my main account, messing with my stuff. There NEEDS to be a way to allow it!

To #27, that was my issue as well. There is a way around it- enable debugging on the primary user. Install/launch/debug the app while logged into the primary user. Then, do the same logged into the secondary user and it will actually install. Not pretty, but at least I was able to accomplish what I wanted to do.

Found another workaround:

Tell me if I'm wrong: Google sells a thing to me, I CANNOT do whatever I want with it, unless I have ANOTHER THING (made by another company) that physically overrides some data. And this is now compulsory for EVERY APP that doesn't come from Google Store.

I was surprised by this bug as well after upgrade my Nexus 7 to 5.0.1 today. This is very limiting, as the primary reason I like Android is that I can load 3rd party application without App Store. Hopefully Google will fix this quickly

1. Install the amazing Nexus Root Toolkit on your PC. (You do not need to root or unlock your device. Nexus Root Toolkit just makes it easier to install Amazon Appstore apps for your secondary user.)
2. Connect Nexus device via USB (2.0, preferably).
3. Run Nexus Root Toolkit, and follow any directions for initial setup.
4. If Amazon Appstore is already installed on your Nexus device, then uninstall the Amazon Appstore (uninstalls your Amazon Appstore apps, too).
5. Download the Amazon Appstorehttp://www.amazon.com/gp/mas/get/android/ref=mas_rw_ldg .
6. Log into the secondary account on Nexus device.
7. From Nexus Root Toolkit, choose "Advanced Utilities/Launch" then "Install APKs" then "OK" then select the Amazon Appstore apk you downloaded in step 5.

While I thank you for post #39, my N7 tables have my kids as secondary users. They constantly download games from the Amazon apps store, then delete those that they do not play (2 of my N7 are 16GB only) and install some of the other games - pretty dynamic process, done be kindergarten kids that won't be using root kits... at least not yet :)

I share my Nexus 10 with my wife 50:50. She is arbitrarily the first user and can play Humble Bundle games (distributed as apks) on her account, but I can't play my games on my account since Lollipop. This is pretty inconvenient and dumb.

Another disappointed user. I have had to give my tablet to my son and reinstall everything with him as the main user. This way he can access all the educational apps bought from the Amazon App store. I have to just make do without a tablet until this is fixed. Very sad that Google doesn't see this as a problem. If I wanted someone to tell how to use my tablet or phone, I would have purchased an iPad!

This ticks me off. I'm the primary user of the tablet but it doesn't belong to me, which means the primary account is the owner's and I'm a secondary account. If I had known about this problem the night I did a factory reset, I would have asked the owner if I could just add myself as the primary account since I'm the only one who uses the tablet.
Not being able to set up options for other accounts is just plain stupid on a device that is made to have other accounts. I want to reinstall my paid version of an app that I got from the Amazon App Store, but I can't unless I can follow the instructions for the workarounds people listed. If this paid version counted in the Google Play Store, I'd be okay but the one I have from the Play Store is only the free version and that's not the one I want to use.

Add me to the list. Often the owner is not someone who uses the tablet a lot but the secondary users are e.g. a parent and their children, so it makes sense for the parent to have the rights to give permission to the child to install that app they want that's not on the Play Store and then turn off the access again once installed so the child doesn't do anything stupid. Similarly a secondary power-user can be aware of the security and change it as they see fit thus protecting the primary owner. It made sense how it was before, quite why it was changed makes no sense.

Then, my install just hanged and did not succeed. I think something in the 5.0.1 lollipop is not completely working with the adb tool. I find in the log something like
I/ActivityManager( 747): START u0 {flg=0x50000000 cmp=com.android.vending/com.google.android.vending.verifier.ConsentDialog (has extras)} from uid 10014 on display 0
which lets me think the phone should dispay a verification dialog, but nothing happens.
This can be avoided by unchecking a setting in the settings -> developer settings menu. I dont know the exact english wording as I work on a german localized phone. Here I have "Apps über USB bestätigen" which probably translates to something like "Confirm Apps via USB". That option was checked on my primary account. Unchecking it there and switching to the secondary account and using "adb install -r" installing worked.

This can be avoided by unchecking a setting in the settings -> developer settings menu. I dont know the exact english wording as I work on a german localized phone. Here I have "Apps über USB bestätigen" which probably translates to something like "Confirm Apps via USB". That option was checked on my primary account. Unchecking it there and switching to the secondary account and using "adb install -r" installing worked.

Just updated my Nexus 7 2013 from 4.4 and this issue is making me regret that choice. Like many families we share the tablet and not having this option available on secondary accounts means the Amazon app store doesn't work for them anymore. This actually makes the device less secure since the Amazon store cannot update already installed apps to patch vulnerabilities.

Lollipop is really a POS update, good lord... Extremely slow, services keep crashing (official stock ones!), terrible UI changes - and now this. If I wanted a big company to decide what app I'm allowed to used, I would get an iOS device: at least the UI is decent and responsive. I'm at a company as the lead QA and we have multiple test devices. The owner of the device (the company) is not the same as the test Google account I have set up (across all Android devices) and as such I can't have the same test/developer environment on the Nexus 5 that I have with all other Android devices we have.
Please fix this. We need to be able to elevate other users' privileges to allow for easier developer and debugging - this is really, really basic. If your an admin, you can make someone else an admin.

Amazing that this fantastic irritaton still exists so many months on. I want to be able to use Amazon Appstore on a user account. Perfectly happy for a solution that means main user has to allow permission for secondary users to install apps from unknown sources. The way it was in KitKat was just fine. This is a bug not a feature. It's not a very friendly multi-user environment if only one user can ever do something. It is obvious why you would want to restrict some users, but on the other hand you also need to able to un-restrict more than one user. Otherwise everything degrades back to a single user model. As an information technology engineer for.the past two decades, I was pleasantly surprised to see support for multiple users on my new Nexus 6. I stared on Android, switched to iOS because Android apps were too buggy and undependable, and now have returned to Android, mainly because I realized that I don't like Apple apps and am using Google apps which are much better supported on Android.
Sigh. You folks apparently have no clue about the level of difficulties that have to be solved when turning a single user device into one that supports multiple users. Google had to get hundreds or even thousands of things right in order to support this major new feature. But all you are focused on are the minor features you want that are missing. You want to be able to "do anything I want to my device" but you also want Google to protect you from yourself by keeping you from trashing your device with all that garbage you can possibly install on it. You can't have everything.If you want chaos, buy a separate device for each user and gunk them up until your hearts are content. But if you want something that has a chance of working dependably over time, you want the ability to manage rights of each user in a way that makes sense.
Google engineers are smart enough to deliver what is easily possible. If it was easy to do, they would have already done it. But application development is always full of mutually exclusive choices and compromises, and you never give everyone everything they want. Be patient and think about how you can make use of the things that do work now. Calling Google evil because you can't have all your dreams fulfilled immediately is childish.

OK, so I just created a new user account on my Nexus 6, created a new Gmail account, and logged into the new user account. I was able to install applications from Play that did not need to make modifications to the underlying operating system. Went back and logged in as the primary phone user, and verified that my workspace is not littered with these new apps. Checked installed apps under settings, and can see that the new apps are installed, and are labeled as "not installed for this user". Seems like everything is working as it should be, or at least the way I want it to work. Ironically, I stumbled across this post while searching on how to prevent what you all seem to want, which is having a secondary user modify the sensitive parts of the device. I am glad that Google is on the right track with this feature set.

Ahhrrghh! I too am having the same issue! None of the Amazon apps work for me (the secondary user) on our Lg G3 tablet! On top of that, they keep trying to open, but pop up repeatedly because they immediately crash. It is so frustrating I had to disable the apps altogether. The "primary" user has NO problems whatsoever and seems perplexed that I am! Lol I would really prefer to read my Kindle books on the tablet as opposed to my phone or laptop! Having the same issue. Manually installing every update via adb install is not a real solution. In fact, secondary users can't use Amazon app store any more. Isn't there an easier workaround?

Same issue on Sony Xperia Z4 tablet. I have installed the Dolphin browser, which in turn needs to install Adobe Flash Player. It downloads it but after that the installation fails. It requires Unknown Sources being enabled but the option is greyed out.

#181: A guest is a guest, I can't ask every single guest to log in and make a new user every time. I use the nexus line for kiosk mode without google services, each android device only uses one app. Your OS should not force google integration just because you say so. So my tablet, I want to download some stuff off of Amazon store but it won't let me. I tried turning on the "Unknown sources" setting on so that I could, but it only works through the admin. When on a secondary account, it doesnt activate. BTW I have lollipop 5.0. PLEASE FIX OR SOMETHING

Preventing me from rolling out several Android 5.0 tablets for use for medical reporting. I can't even install the security suite under the user profiles as they are not 'play store' public apps. Rooting the devices is not an option.

It is grayed out because you have a work email or something on your phones that doesn't allow it to be turned on due to a virus may compromise sensitive information that may be in your work emails. This happens to me and I deleted my work email account off my phone and I was able use it fine

Was able to install on 2nd profile by uninstalling app from main profile first. Then logged in to 2nd profile and was able to install.
