SkinSystem does not get skins set for a TC or a Mod.

SkinSystem does not have the skins for a TC or a Mod set into it by the launcher so Mods and TCs do not affect the launcher skin at all.

As per the agreement with the Diaspora team, this needs to be fixed (that is, the skin system needs to be implemented) before our next release.
