Missing proxy and news autopupdate controls

We need controls for the news and proxy

Since the install-update page is the only one with major internet connectivity, we should add the controls for setting the proxy details and the option to turn off the news auto-update.

It is not the ideal location, but it's the best we've got so far.

News autoupdate checkbox is on the main page and works as intended.

No. The proxy controls are not quite where they belong.
