ModItem and SkinSystem do not support the new mod.ini options added for: welcometxt nomodimg welcometxt in translations

welcometxt is now supported by ModItem and SkinSystem. Revision: 37c14e209d

As per the agreement with the Diaspora team, skin system must be implemented before next release.
