Http Range header support

Range Retrieval Requests are not supported.

For example HTML5 video is unable to loop/control without that feature. I'm going to use weed-fs in production, and the only thing that stops me for using it as a storage for video files is lack of support for "Range" header.

this is already supported in v0.59, or the git HEAD.
