"New Wave" button on the toolbar menu (sometimes) disappears after page refresh

What steps will reproduce the problem? 1. Login to WIAB. 2. Refresh the browser a couple of times.

What is the expected output? What do you see instead? After a number of refreshes the "New Wave" button on the toolbar menu is not rendered.
