Configurable scrollwheel behavior

Configuration options could include - Enable the scrollwheel - Scroll mode: * Scrolling down moves left * Scrolling down moves right - Scroll warps around the ends of the pager

These settings are borrowed from the "Tab Wheel Scroll" extension for Firefox.

"Scroll warps around the ends of the pager" works already when desktop wrapping is enabled in VirtuaWin.
