Altered usp and uspconfig

This adds a gconf key and notify for /apps/usp/menu_editor so that the menu editor can be changed from alacarte (e.g., to gmenu-simple-editor). This is just the gconf key (no UI setting). Patch attached.

Attached files in archive. usp and uspconfig go in /usr/bin uspconfig.glade goes in /usr/share/usp Please verify so they can be committed.
