Tooltips

We need to place tooltips on the icons, as I've just checked out the latest version and it lacks in quite a few areas. Tooltips should be used for all icons.

I have added tooltips to the icons on the toggle pane. We need to make sure that they all have it. May I recommend removing the generic name and just have name. Then having a comment in the tooltip?
