Make "Check for Updates" default to "yes" on install

As we move forward with new versions which both add new features and just as importantly fix bugs, we need to encourage folks to update their version of Rainmeter to the most current. We are not going to be able to get the kind of publicity we had on Lifehacker and such for every minor version, but we need to get fixes into the hands of users.

I suggest setting the "Check for Updates" in the "About" context menu to "checked" by default. This is not as good a solution as automatic "push" updates like Firefox and other apps, but is a good start. A user who really insists on staying on an older version can always turn it off, but most are going to appreciate the reminder.

We first need a server where the version information can be stored and from where the clients can read it. Using the Google Code's svn for this purpose is just a temporary solution and probably breaks their terms of service.

We can always use Rainmeter.net if needed. Need to work out how best to push the version number to a file the client can read, but we could certainly create a directory at the root of Rainmeter.net called "Version" or whatever and make that available via ftp (for the push) and http for the read.
