Sometimes when you add new configs to the Skins folders in Rainmeter, you want to try them out. So you right click a config or the tray icon to find and enable the config. However, the new config won't show up in the context menu until you choose "Refresh All". This would kinda tie in with monitoring folders though, as Rainmeter would have to monitor its own Skins folder for changes.
