Support For C Sharp and VB.Net

As of now the plugins are C++ ONLY--not a COM DLL. I would like to port and/or make new plugins in C Sharp. .Net is a new industry standard in programming Windows and other OSes via MONO.

There is a C# template in SVN now (/trunk/Plugins/CSPluginTemplate).
