We already have a listing of users and the ability to ban/unban them (almost). We need to add UserLevel to the user listing and allow it to be modified so admins can appoint other admins or elevated users.

We should use a drop-down with a few presets that correspond to 0-255 values instead of editing the raw number.

0 = Unverified (incoming HyperGrid/VWRAP users, anonymous sign-ins when we add the option for those) 1 = Registered User 200 = Admin 255 = Grid Admin (should only be one account with UserLevel 255)

Probably should create the listing in one of the config files so the choices can be customized for each grid.
