nurpawiki - issue #62

Automatically install DB schema rather than requiring installers to do "psql nurpawiki < schema.psql"

Summary says it all.

Bang: - Nurpawiki would be easier install (no manual DB installation other than creating the database) - Less error-prone installation

Buck: - More coding, needs a new installation page that asks users for permission to initialize the schema. - Harder to diagnose installation problems as diagnosing can only be done via logging and not working on psql level.
