Packaging for Debian is not rocket science, and is very well documented; google for "debian packaging" or check this resource: http://doc.ubuntu.com/ubuntu/packagingguide/C/
Moreover, I have the impression that "ocsigen-dev" can simply be made a "meta-package", meaning one which does not install any files by itself, but instead forces the installation of various dependent packages.

It's already working but for ultimate installability, it should also take care of automatically starting ocsigen (up to Ocsigen's package though), install Postgresql schema etc. It's close though!
