Enable nurpawiki admins to setup postgres connection with a password

Currently Nurpawiki installation requires users to edit pg_hba.conf to remove password authentication in order to get Nurpawiki to open up the DB connection.

Test & document how to do this properly. Presumably the config needs to be extended with an md5 hash of postgresql's password.
