What is the expected result? Shortcuts are created to all users

What happens instead? Shortcuts are created to CURRENT user = the user installing miranda. This is a problem when you distribute Miranda with WPGK which runs as SYSTEM. Users will not get any icons at all.

Also, there should be a installer flag to NOT get a desktop icon created.
