Fixes for hypersensible Apply Button

This patch fixes hypersensible Apply button in ICQ options: -Now it is not enabled after initializing the options page -clicking the text boxes without changing text does not enable the Apply button anymore

Updated for the ICQ Features options page: Apply button is only enabled when conbobox actually changes
