m3uForge is a small application written in python that allows you to create m3u playlists from the contents of any directory on your PC. You can choose to create an unfiltered playlist, or sort by album, artist, song title, year or genre.

m3uForge is aimed at users that don't want to use bloated music library software to just play their songs.
