lightmp3 - issue #6

Change samplerate to 22khz did not work for mp3playerME , Why ?

I tested the source code of LightMP3 1.6.1 beta, and found that for mp3playerME, the samplerate rather than 44k or 48k did not work. It is bug or something else ?
