Jetpack charges immediately after it's turned off, allowing for infinite fly time by constantly toggling the jetpack's state.

Best fix would be to only start charging a few seconds after the jetpack is off.

Attempted fix by Akane yesterday failed, I need to improve upon it.

Appears to be fixed at this point.
