change algorithm to algorithm specification

The term algorithm is ambiguous between: 1. information content entities that describe the input, out, and workflow of mathematical functions 2. abstract objects that are studied by mathematicians and computer scientists

1 is borne by artifacts. #2 is not.

I suggest use of the term 'algorithm specification' to more clearly pick out sense #1.
