Hm - looking at old releases, it seems until https://obi.svn.sourceforge.net/svnroot/obi/releases/2008-11-28/merged/OBI.owl OBI_0000281 was has curation status. See for example the release before that, https://obi.svn.sourceforge.net/svnroot/obi/releases/2008-09-26/merged/OBI.owl

I guess there was an issue with the ID assignment - maybe the script looking for the first "free ID"?

I would suggest to update the annotation to say "OBI group". Would that work?

It could be. However, when OBI make the first beta release, if I remember correctly, OBI decided to remove all the terms completely if they were deprecated before that time.
