My guess is to distinguish between

• "RO" - what I call an "ID space", i.e. value of "namespace" in ontologies.txt
• "http://purl.obolibrary.org/obo/RO_" - a URI prefix, that is itself a valid IRI

URI prefix is a user choice, so we shouldn't record it for global use. I suggest renaming 'has ID prefix' to 'uses OBO ID Space', since ID space is an OBO construct.

So in the OBOM proposal this corresponds to 'OBO namespace', correct? http://obo-registry.googlecode.com/svn/trunk/src/ontology/obom.owl

It would be helpful to consolidate things in one place,or keep track of which properties are already being moved to IAO to prevent duplication.

Note that if we update the current 'has ID prefix' we also need to update the example of usage to match.
