In earlier versions there were Annotation stencils available, but they seem to be missing now. It's a bit sad, that you cannot make a simple arrow ;)

I downloaded the standalone version 1.3.4 running on Windows 7

You will find it under "Common Shapes" > "Balloon"

If you want arrows, install "Flowchart Shapes" ;-)
