Incorrect dependency tracking in generating NDDL parser can cause problems with multi-task builds

If I compile thusly:

ant -Djam.misc="-q -sGCC_PREFIX=ccache" -Djam.num.cores=2

The compile goes so quickly that, when NddlInterpreter.cc is being compiled, NDDL3Tree.h doesn't yet exist, so the compile fails.
