Build file for SWT and Swing versions of JavaUI

Create build.xml file that bundles up appropriate pieces for Eclipse plugin and standalone Swing GUI. .

There is build_all.xml file in the root of JavaEuropaUI whose default target creates JARs for both Swing version and Eclipse plugin as well as a layout for an update site. See JavaUI in Wiki for more info.
