erfgame
ErfWorld, a webcomic/universe created by Rob Balder and Jamie Noguchi, is a place where everything seems to conform to the rules of a turn-based war strategy game. The details are humorous and interesting, and the comic itself is under a Creative Commons BY-SA-NC license- in fact, fan work set in the Erfworld universe is specifically allowed by the creators. The "erfgame" project's goal is to create and share a war strategy game based on these mechanics.
