the content of numbers.csv seems to be something different, because I can not follow the sample and what it produces ... it contains cities which generate numbers ....

Sorry about that. The correct numbers.csv should be in the data directory that comes with CSVfix - the contents are:

1,17.0 6,100 3,42 2,-1
