What steps will reproduce the problem?

1. standard procedure

Save as = in Japananes

I am using Opera at the moment (I had no problems with other browsers)

How odd. Have you tried selecting the UTF-8 option? Does it make a difference?

Hi, I just tested and it would appear to be an issue with Opera and UTF-16. We may be able to fix it by explicitly setting the language or something like that (just a guess right now). In the meantime using the UTF-8 setting should be OK, for use with Twitter data in most European languages.

So the short answer is when using Opera, set the encoding as UTF-8 (just above the Get 'em button).
