Issue 17: Chinese characters do not show correctly

What steps will reproduce the problem?
1. Download all tweets of @chinatown_fi
2. Open in Excel
3. Tweets that have Chinese chars do not look right

Example: sent	2760668464	Chinatown Finland	chinatown_FI	Helsinki,
Finland, China	Videos + Pics + News. Topics: Chinese people, culture,
history, nature, China

I figured out the correct way to open files with "exotic" characters.
1. Save the tweetake file to your disk
2. Open Excel
3. Data - Get External Data - From Text
4. your file 
5. delimeted
6. File origin: [your char set] 
----> This worked for Chinese 54936 Chinese Simplified GB18030
7. Next
8. Delimeters: Comma
9. Text qualifier: "

The problems with characters outside the basic English character set should
now be fixed as the code translates what is received from Twitter into
UTF-16 (Excel's preferred Unicode representation) before download.
Status: Fixed
