E-government is already a reality in Brazil and worldwide. Citizens understand that the proximity and interaction with government can bring many advantages, both for them and for the government. Many people already use web 2.0 tools like blogs and social networks to share with your friends and followers information on their lives. Why not use web 2.0 tools to interact with the government? The creation of new web 2.0 applications for e-government, together with open identity technologies, specifically OpenID, makes the process of user interaction easier and safer, facilitating access for users already use other tools such as for example, Google, Yahoo and Facebook. This work is characterized as an applied research aimed at developing a Participatory Government Web Portal., Which uses the OpenID framework as a solution for identity management. The portal is aimed at development of user participation and political transparency. In order to enable the evaluation of the proposed solution, the portal will be developed for the Secretaria de Estado da Agricultura e da Pesca of Santa Catarina and is used in the context of Projeto Beija Flor. This paper presents a literature review on (i) identity management, models and laws, (ii) OpenID (iii) Zend Framework to build web 2.0 applications, (iv) e-government in Brazil and other countries, (v) e-PING architecture, and (vi) web 2.0 applications. Then, we present the functional and non functional requirements of e-Gov portal participatory modeling use cases, prototyping some screens and the definition of technologies and tools to be used. Finally, the work plan, schedule and risk analysis of the project are presented. |
