Issue 11: Syscheck incorrectly identifies IOS9 v516 as a stub.

What steps will reproduce the problem?
Using version b13 or later will detect IOS9 v516 (the original version supplied with the oldest consoles, and found on many early disc update partitions (e.g. Twilight Princess)) as a stub.

What is the expected output? What do you see instead?
Versions <= b12 would test IOS9 without trouble (although there is an audible pop that consistently occurs while testing IOS9 in those versions.)

What version of the product are you using? On what operating system?
Problem arose in b13. Running under IOS58 v6175 with HW_AHBPROT enabled.

Please provide any additional information below.
The problem may also affect the v518 of IOS9 (and possibly other versions, but v520 and later have Trucha fixed) mentioned on the Wiibrew wiki IOS History page — but I cannot find a copy of the wad file (having checked update partitions for all of my older games, they jump from having v516, to having no IOS9 wad at all, to having v520) and it's not available on NUS to confirm that such a version even exists. I have confirmed that my v516 is correctly installed in that several known IOS9 games I own (Twilight Princess, Wii Sports; not 'backup' discs, originals) run without trouble from the disc channel.
