Issue 74: Enhance job description reporting

Currently we have job descriptions uploaded from last year. We should have a more fulsome job description module. The companies can complete a job description when they fill out a new contract. This should compile into a database so we can pull out, for example, all the companies where the students "answer phones".  

Ideally, we should also have a student capabilities component, where we can upload the tasks they performed at their companies.

Does this relate to a company or work team? Currently descriptions are under work team.

This is how I see it

[X] Answer phones
[ ] File                    <<<<< These will all be user configurable
[X] Reception 
+------------------------+
| Free text desc         |
|                        |
+------------------------+

Then we search for say the word "phone" and it would pull up both Answer Phones and the word phone in that description box.
