Issue 155: Import Tool V2

Right now, only the administrator and registrar can use the import tool. It would be nice if other people could use it.

Suggestion: Set up the import tool to check permissions of users and allow them to only add/change based on their permissions.

Also the perm requirement for admin import everything is to be in the registrar group which is stupid. Should be separate perm for "import everything"

Here is one option. Use github.com/allink/django-admin-import/ instead. That product isn't finished but would be a good starting point. Some potential features we might want:

- Import tool respects user permissions (Easy)
- Port our new import log feature to this (Easy)
- Port (and improve) out Excel reading logic functions such as determine truth (Easy)
- Allow some related fields to be imported

I've had multiple users now say that the import tool is very difficult to use, and they're having trouble with it when getting ready for the next school year. I'm going to bump this up to "medium" and work on it when I have time.

If multiple people are interested we could mention that if they share the costs of developing a better tool it wouldn't cost too much.

Frankly though I don't think some people will ever find it easy. Many people don't have any concept of uid's etc.

A generic tool that could be used on any django model would be nice, but isn't necessarily easier. It would make things like multiple levels of m2m fields impossible or very hard to import. There's a lot of advantages to a custom import tool. Alternatively we could work on just improving the existing tool.
