Issue 132: jabber vcard avatar can be to large for icq protocoll limits

Hi, i hope the summary says it all.

Jabber allows much larger avatars than (for example) icq does. I think it
is the transports job to know these limits and resize the image from the
users vcard accordingly.

I took a quick look at the source and it seems pyicqt blindly copies the
picture from the vcard, if i am mistaken i apologize for wasting your time.
But this is the only explanation i can find for the behavior i am seeing
with my setup (ejabberd1.1.4 with pyicqt 0.8a)

the largest icq avatars i could find in my archive (around 400 avatars, collected by
miranda "avatar history" plugin) were
1) max res: 128x128 (4,99kb)
2) max size: 6,54 kb (100x128)

kopete seems to have a hardlimit of 96x96 pixels:

Looking at recently released OSCAR specs, they provide following buddy icon types:

BUDDY_ICON_SMALL	0	GIF/JPG/BMP, <= 32 pixels and 2k
BUDDY_ICON	1	GIF/JPG/BMP, <= 64 pixels and 7k
BUDDY_ICON_BIG	12	SWF
