What steps will reproduce the problem?
1. <encoding>utf-8</encoding>

What is the expected output? What do you see instead?
I need support for unicode in icq transport because
I always recieve Russian, Japanese, French and German Letters.

What version of the product are you using? On what operating system?
0.8b

Please provide any additional information below.
0.8b seems to work with <encoding>сз-1251</encoding>
fine but for Cyrillic letters only.

0.8a works fine with Japanese and Russian with <encoding>utf-8</encoding>
but sends tons of failure messages to stderr (or stdout, I'm not sure)

What exactly is broken? Do you receive garbled messages or get exceptions? Please
provide stack traces.

garbage is seen on recipient's side

It look like message is sent as utf-8 but clients (miranda, icq, qip) show them
as a garbage.

Now I can send French, Japanese and Russian text and ICQ6 client receives
it correctly.
But I receive garbage when they send me Fr and Jp like the following.

client1: l'extr�t� oppos�
client2: 
<DIV>et l'extrémité à opposé <DIV>飛び出す</DIV></DIV><DIV><DIV></DIV></DIV><DIV>
<DIV></DIV></DIV>
client3(jabber+pyicq transport) works fine with latin-1 characters.

Cyrillic text works fine in both directions with all icq clients.

0.8.1 mostly works fine, but I still have some problems with some ICQ clients + 
offline sending. That is I recieve garbage if they sent me messages when I'm offline. 
Don't know what exactly they send.
