Just FYI, if you get the following error:

#
# /------------------- THIS EFFING THING!? --------------------\
# |                                                            |
# | HEY! YOUR LOCAL TIMEZONE DETERMINATION SEEMS BROKEN! >:-O |
# |                                                            |
# | YOU REALLY SHOULD FIX IT. AS A RESULT, THE REST OF THE |
# | TEST CODE IS PROBABLY GOING TO JUST USE UTC. |
# |  REAL CODE WON'T WORK UNLESS YOU USE -fudge_tz => 1        |
# |                                                            |
# |                                        Just Sayin'         |
# |                                                            |
# \------------------- THIS EFFING THING!? --------------------/

or an error with your timezone, its cause you do not have DateTime installed:

sudo cpan DateTime

DateTime::TimeZone doesn't have it as a dependency.
