What is the expected output? What do you see instead?

Looks like Garthog AI has sent a message to diplomacy... Due to error, you 
cannot read or obey it... Since Diplomacy shouldn't be availbe at this stage, 
it might be the cause for the error.. No Crash occurs, but you can close the 
error box hundred times... very slow, the diplomacy screen seems to perform an 
action (animation)
