Do you use the same formula for human and alien colonies?

The alien moral from a conquered planet seems to high for me. I can set the 
taxe to slavery and they still love me. They love me more than my own human 
colonies.

In the original I think that the aliens used to hate you and you had to lower 
the taxe level.

I suppose that you set the police station level in the alien moral calculation.
