What steps will reproduce the problem?
1. Have Non-Human Colony
2. Have Police Station Built


What is the expected output? What do you see instead?
Police station provide coverage to help keep population morale up due to 
covering their police coverage level.

What happens instead is that the buildings are pulling power, but cannot and 
will not have workers.  Result is in guarenteed hate by non-human colonies.

Please provide any additional information below.
Had just updated OPIG to the latest version, and was going to run my 100-year 
career game overnight to crack a few more years out of the clock.  But because 
65% of the planet's are not based on teh human template, my formerly 30-60% 
happy galaxy just tanked at 5% for non-human colonies.

Please upload any save before and/or after the problem happened. Please
attach the open-ig.log file found in the
application's directory.
Included are, what I hope, to be the campaign files.  One is the daily autosave 
while the other is the file I loaded.

Hello and thanks for reporting. You say you upgraded mid-play? There was a 
change a few versions back where the alien police station was set cheaper and 
more effective to help out the AI. It seems there was a minor issue left when 
auto-upgrading existing games. I'll fix it in the next version.
