What is the expected output? What do you see instead?
I want to play the skirmish with several comps as it only adds FreeTraders to 
the game and no one else

Please provide any additional information below.
I have edited the XML file and copy it accordingly and change things as 
necessary to add say the Garthogs to the skirmish mode and it crashes and 
doesn't load the game. I was playing the skirmish mode and then went to explore 
the map and found that there is only 1 race in the game and realized that I 
won't be able to do anything as far as war goes. Any ideas on if there is a way 
to actually add more AI players to the game or is this a fix for later?

See http://code.google.com/p/open-ig/wiki/Modding for modding. A game save 
depends on a model, if your model lacks something that is referenced in a save, 
you will get a crash.

That make sense as I was trying to mimic it the best way I could but not sure 
if I was setting it up correctly as I kept getting a return null pointer during 
the planet load. So is there no way to manually add another race or is there a 
way to add more races to the skirmish?

You can't do that for the built in skirmish, but you can create a new skirmish, 
as described on the modding page.
