We will fail to match text in some obscure situations #210

What steps will reproduce the problem?
1. Use a culture which has a month with an accent
2. Try to parse a text which specifies that month, but using combining 
characters

What is the expected output? What do you see instead?

We will currently fail to parse the text. We should manage.

The BCL gets this wrong as well, so I'm bumping this down to low priority.
