wrong SMS message format sent to the system. No response. Expect system to request for right format ..... See test suite.

This will be fixed when I get the right format of waterpoint IDs. Currently the system will send a message in the format:
"Water point ID does not exist. Please send again with correct ID"
or
"No problem Reported Please send again with the problem in the format: ID space problem"
