Issue 91: Add Release Note to Build Process

Just a small automtation step. Instead of separately editing and ftp-ing
the release notes, edit the file in the framework install and as part of
the build, ftp it.

Maybe this can be a small web app that makes some sort of http request from
mxunit.org to code.google.com and parses the issues for display? I think it's helpful
to have release notes to see what's new and fixed. Thoughts?
